Who stands behind every record.
USA Scammers brings together legal professionals, editors, researchers and investigators to examine scams, fraud, lawsuits, regulator actions and other matters of real public interest — with each role kept separate on purpose.
Four jobs, four sets of hands
- 01ResearchersBuild the documentary record and note what is missing.
- 02InvestigatorsFollow up where the paperwork runs out, and verify what they find.
- 03EditorsDecide whether the proposed wording is fair to the evidence.
- 04Legal advisersLook at the legal and jurisdictional questions before publication, where a matter needs it.
- Principle 01
Nobody can turn an allegation into a fact by signing it off. The evidence underneath is always the basis of the record.
01Legal Advisory Panel
Outside legal eyes, in the places that matter to the case.
USA Scammers works with legal advisers familiar with the United States and, where a matter reaches abroad, with other jurisdictions — including the United Kingdom and parts of Asia.
Advisers may be asked about the status of evidence, court and agency proceedings, attribution, defamation, privacy, data protection, confidentiality, reporting restrictions and any other legal question a publication raises.
When a case crosses borders, it may need more than one legal view. We apply the law of the places actually involved, and we do not treat one legal system as a stand-in for another.
02Legal Review
Serious claims are checked by a lawyer before they go live.
Material investigations may go through legal review before publication — especially where a record concerns alleged fraud, scams, criminal conduct, corruption, financial misconduct, sanctions, regulatory breaches, lawsuits or other serious adverse matters.
Depending on the case, a reviewer may ask whether each important statement is properly supported, whether allegations are attributed to the right source, whether the stage a case has reached is described accurately, and whether privacy, defamation, data protection, confidentiality, reporting restrictions or other legal issues call for changes.
Legal review protects the publication process. It is not a court ruling and does not establish guilt, liability or wrongdoing.
03Cross-Border Review
Scams rarely stay inside one country.
A person may live in one U.S. state, run a company registered somewhere else, appear in a court case in the United Kingdom and move money through Asia.
So we look at the legal context of every jurisdiction actually connected to the matter. Where it is appropriate, material may be sent to a legal professional who knows that jurisdiction before anything is published.
“Asia” is a region, not a legal system. Questions about Singapore, India, Hong Kong, Japan or anywhere else are answered under that place’s own law.
04Multi-Stage Review
A serious record should survive more than one look.
For significant investigations we may run several rounds of research, editorial and legal review before publication. Reviewers may ask whether:
- the evidence is authentic and reliable enough;
- allegations and findings have been kept apart;
- evidence pointing the other way has been weighed;
- the person or company named has had a fair chance to respond; and
- the final wording goes further than the evidence allows.
If a reviewer finds a real weakness, publication can be held while we get more evidence, a clarification or legal advice.
Review is there to test the investigation, not to wave it through.
05Editorial Team
The words may never outrun the evidence.
Editors turn complicated evidence into a record that says clearly what is known, what is alleged, what is disputed and what has been formally decided.
Headlines, summaries and short descriptions are held to the same standard as the full text.
An allegation does not become a “scam” or a “fraud” because the stronger word reads better. An investigation is not a finding. A civil lawsuit is not a criminal conviction. And a dismissal or acquittal is never tucked away because it spoils an earlier story.
Our duty is to the whole record. Read the Editorial Standards
06Research Team
Every record starts with the paperwork.
Researchers may work with court filings, judgments, agency and regulator decisions, government records, company registries, ownership records, sanctions lists, submitted documents and other lawfully obtained material.
Wherever it is reasonably possible, important claims are traced back to the original document. The job is to establish what a document actually proves — not to repeat how another outlet, source or interested party has described it.
When credible evidence undercuts the starting idea of an investigation, it goes into the file too.
07Investigative Team
Some facts are not in any database.
Our investigators may carry out lawful open-source research, interview sources, research companies and their owners, verify documents and, where it is justified, make inquiries in person.
They must keep three things separate: what they saw themselves, what someone told them, and what they are inferring from the evidence.
USA Scammers never authorises hacking, bribery, theft, unlawful access to computers, trespass, unlawful surveillance, impersonation for unlawful ends, or invented evidence.
How information is obtained matters as much as the information.
08Evidence Compilation
Investigators establish the evidence. Editors decide what can fairly be said about it.
Before a matter reaches an editor, the research may be organised into an evidence file containing:
Keeping these steps apart is deliberate. A writer should never have to build a serious allegation out of scraps of unchecked information. The research comes first and sets the limits of what we can say.
09From Evidence to Publication
The stages a material investigation can pass through.
- 01Collection and researchGather the documents that exist and write down the gaps.
- 02InvestigationAsk the next questions and obtain further information where it is justified.
- 03VerificationTest authenticity, origin, corroboration, the status of any case, and anything that points the other way.
- 04Legal reviewConsider the legal and jurisdictional issues the matter raises.
- 05Editorial reviewCheck that the headline, summary, grades and context fairly reflect the evidence.
- 06Subject reviewWeigh any response or documents sent by the person or company named, where a reply was sought.
- 07PublicationHappens only when the team responsible is satisfied the record meets USA Scammers standards.
The exact route depends on the nature, urgency, jurisdiction and legal circumstances of each matter.
10Right of Reply
What the subject sends us is evidence too.
Where it is reasonably practicable and appropriate, anyone facing material adverse reporting is offered a chance to respond before publication.
A reply may point out a factual error, add documents, dispute an allegation, explain a payment, or show that a case has been dismissed, reversed or otherwise changed. We consider it on its merits.
Silence does not make an allegation true. And a denial does not cancel out evidence we have independently verified.
11Contrary & Exculpatory Evidence
An investigation that ignores the other side is not finished.
We require evidence that points the other way to be considered.
If someone was charged, what happened next matters. If a source alleges a scam but official records contradict it, that matters. If the person named sends genuine documents disproving an important claim, we cannot responsibly set them aside because they weaken the story.
Dismissals, acquittals, reversals, corrected records and other developments in a subject’s favour get proper weight. The goal is not to keep an accusation alive. It is to keep the record accurate.
12Conflicts of Interest
Relationships that matter are declared.
Advisers, editors, researchers and investigators must declare any relationship or interest that could reasonably make someone doubt their independence.
A conflict may lead to recusal, reassignment, an extra independent review or another safeguard. Someone with a real financial, personal or professional stake in the outcome should not normally be the only person deciding a matter.
Conflicts are handled under our Independence Policy and logged in the Conflict Register.
13Commercial Independence
Nobody can buy a seat at the editorial table.
USA Scammers may charge for Research Membership, access to The Scanner and other professional research services. Those arrangements are kept apart from editorial decisions.
No member, subject, sponsor, contributor or business partner gets the right to suppress evidence, sign off an investigation, change an evidence grade, stop publication or pay for accurate reporting to be removed.
Anyone can send evidence supporting a correction without paying us anything. Money does not decide what the record says.
14Corrections & Post-Publication Review
Our responsibility for accuracy does not end at publication.
When reliable new evidence appears, a case moves on, an allegation is withdrawn, a judgment is overturned, a subject shows us a real error, or something else significant happens, the record may be reviewed.
Real errors are corrected. Real developments are added.
Where a record still stands up after review, pressure or payment on its own is no reason to change it. Read the Corrections Policy
15Technology & Human Review
Software can find evidence. It cannot take responsibility for a conclusion.
We may use technology — including The Scanner — to help search documents, match names to the right person or company, translate, compare records and keep sources organised.
Output from automated or AI tools is not evidence just because a system produced it. Every important factual statement must trace back to a reliable underlying source.
The decision to publish always rests with the people doing the research, verification, legal review and editing.
16Professional Responsibility
Professional duties come first.
Legal professionals who work with USA Scammers remain bound by the professional rules and legal duties of their own jurisdictions.
Nothing in our internal process overrides their duties on conflicts, confidentiality, privilege, professional independence or anything else that applies to them.
Where a legal professional cannot properly take part in a matter, another qualified reviewer is brought in if needed.
17Team Privacy & Security
Being open about our standards does not mean exposing our people.
Readers should be able to see who is responsible for our standards and how our review works.
But people working on scam and fraud investigations can face harassment, intimidation, unwanted surveillance and other real risks. So we may withhold photographs, personal contact details, home locations and other identifying details about members of our legal, editorial and investigative teams.
Where an adviser is named publicly with a title, qualification or jurisdiction, those details must be accurate and checkable. A redacted photo is never cover for inventing or inflating credentials.
The standard
An investigator believing it does not make an allegation a fact.
An editor publishing it does not make a claim true.
A lawyer reviewing it does not make a conclusion a legal finding.
A USA Scammers record carries weight only because of the evidence behind it.
Our advisers, investigators, researchers and editors are there to challenge that evidence, test the words used to describe it and find the weak spots before publication.
If the evidence is thin, the record says less. If the evidence changes, the record changes. If the evidence does not support publication, the investigation stops.
